By paying two mana and exiling a nonland card from your hand, you put four time counters on it and give it suspend so you may cast it later without paying its mana cost, with creatures cast this way gaining haste. It enables strategies that convert cards in hand into delayed, often free, plays and helps cheat large or impactful spells onto the battlefield.
