Locket of Yesterdays (TSP 258, foil) is an uncommon artifact from the Time Spiral set. It reduces the generic mana cost of spells you cast by {1} for each card with the same name as that spell in your graveyard, though it cannot reduce colored mana costs and doesn’t change mana value. The card is primarily a spell-velocity enabler that rewards recurring or reenabled copies of the same card in graveyards to make larger or repeatable spells cheaper to cast.
