Whenever you cast an instant or sorcery you may pay {3} as the triggered ability resolves to make a copy of that spell, and you may choose new targets for the copy. As a legendary permanent you are limited to controlling at most one Mirari at a time, and its copy is created rather than cast so it won’t trigger effects that care about casting spells.
