Witch's Vengeance (ELD-111) is a black sorcery printed as a normal rare. As it resolves, you choose a creature type and all creatures of that type get -3/-3 until end of turn. The choice is made on resolution, so it only affects creatures on the battlefield at that moment and will apply even to creatures with hexproof or protection but not to creatures that enter or change type later in the turn.
