It gives Rats you control menace, can pay {1}{B} and tap to create a 1/1 black Rat token, and has a sacrifice ability that for {2}{B}{B}, tapping, and sacrificing three Rats lets you gain control of target creature indefinitely. The control-change effect lasts indefinitely and does not end if Piper leaves the battlefield (except if you leave the game in multiplayer).
