When it enters the battlefield you gain control of target opponent's Human or artifact and that permanent loses all abilities and can no longer attack or block for as long as the Dragon remains on the battlefield. It functions as a tempo piece and removal-replacement by permanently neutering and stealing a small permanent while presenting a 4/3 flying attacker.
