It restricts you to casting spells only on your turn and no more than two spells each turn while allowing you to cast spells with mana value less than or equal to your number of lands without paying their mana costs. This creates a deck role that favors playing multiple free low-cost spells or expensive spells for free while carefully managing the two-spell limit.
