Folio of Fancies (PELD-46p prerelease stamp) is a rare artifact from the Throne of Eldraine Promos. It removes the maximum hand size and has two tap-activated abilities: pay {X}{X} to have each player draw X, or pay {2}{U} to have each opponent mill cards equal to the number of cards in their hand. Both abilities share the tap symbol, meaning you need untap effects to use both in one turn and the draw ability can cause a player to lose if they are instructed to draw more cards than remain in their library.
