Chained to the Rocks (THS #4, Foil) is a white Enchantment — Aura from Theros that must enchant a Mountain you control. When it enters the battlefield it exiles target creature an opponent controls until Chained to the Rocks leaves the battlefield, creating a temporary removal effect with a tied return condition. Its role is primarily as cheap spot removal that requires a Mountain to attach to, which restricts where it can be played but lets it answer problematic creatures at low cost.
