Coercive Portal (LCC-109 foil) is an artifact reprinted in The Lost Caverns of Ixalan Commander set. At the beginning of your upkeep players sequentially vote between carnage or homage; carnage sacrifices the Portal and destroys all nonland permanents while homage (or a tie) lets you draw a card. Its Will of the Council mechanic creates political decision points in multiplayer games and can act as a board wipe threat or a recurring draw trigger depending on votes.
