At each of your end steps it gains an influence counter and lets you scry 2, then a targeted opponent chooses whether you draw or they take a combined mill and life-loss punishment based on influence counters and milled cards. The card functions as a value engine that generates incremental advantage and a punitive mill threat that scales with time on the battlefield.
