Palantír of Orthanc (LTR 381) is a legendary artifact from The Lord of the Rings: Tales of Middle-earth with mana value 3. At the beginning of your end step it gains an influence counter and you scry 2, then a targeted opponent may let you draw or else you mill X cards and that opponent loses life equal to those cards' total mana value. The card creates a recurring end-step decision that builds up influence counters to increase milling damage over the game.
