Palantír of Orthanc is a legendary artifact (collector number 247) from The Lord of the Rings: Tales of Middle-earth set. At each of your end steps it gains an influence counter and lets you scry 2, then a targeted opponent chooses whether to let you draw or instead have you mill cards equal to the influence counters and lose life equal to their total mana value. The ability targets an opponent when it goes on the stack and does nothing if that target is illegal as it resolves, so careful targeting and timing matter for its effect.
