Whenever he becomes blocked you choose either to create a Treasure token or give an opponent control of a Horse you control and remove Bill Ferny from combat to create three Treasures. His triggered choice presents a trade-off between immediate ramp via Treasures or sacrificing battlefield position and creatures to generate larger resource gain.
