When it enters, each player chooses up to five permanents they control and all other permanents (except Disciple of Caelus Nin) phase out; additionally, while it’s on the battlefield, permanents can’t phase in. The card’s effect and accompanying rulings create a lasting board-control role by locking out phasing and temporarily removing extras from the board.
