Pithing Needle (10E-338) is a Rare artifact from Tenth Edition that enters the battlefield as a permanent. As it enters you choose a card name and sources with that name can’t activate their activated abilities except for mana abilities. It does not stop triggered or static abilities and its effect applies to cards regardless of what zone they’re in.
