Will of the Temur (TDC-24) is a rare sorcery from Tarkir: Dragonstorm Commander that lets you choose one of two modes or both if you control a commander while casting it. One mode creates a token copy of a target permanent that is instead a 4/4 Dragon with flying, and the other lets a target player draw cards equal to the greatest mana value among permanents you control. The spell’s modal choice is determined when you cast it, and a ruling clarifies that the commander check is locked in during casting and the token-copy exceptions and copy interactions follow established copy rules.
