Will of the Sultai (TDC-49) is a rare sorcery from the Tarkir: Dragonstorm Commander expansion. As you cast it choose one mode — or both if you control a commander — to either mill a player three cards and return all land cards from your graveyard tapped, or put X +1/+1 counters on a creature (X equals the number of lands you control) and give it trample until end of turn. It serves a Commander-focused role enabling land recursion or a large creature pump, and the value of X is calculated once as the spell resolves.
