Saruman, the White Hand (LTC-477) is a legendary creature avatar wizard from the Tales of Middle-earth Commander set that costs {1}{U}{B}{R}. Whenever you cast a noncreature spell, you amass Orcs equal to that spell's mana value, putting that many +1/+1 counters on an Army you control or creating a 0/0 black Orc Army first if needed. Additionally, Goblins and Orcs you control gain ward {2}, giving your token and tribal synergies a defensive layer.
