Lobelia, Defender of Bag End (LTC-110) is a legendary creature card from Tales of Middle-earth Commander representing a halfling citizen. When she enters, you exile the top card of each opponent's library face down and may later either cast one of those exiled cards without paying its mana cost or drain life by sacrificing an artifact and tapping her. The card supports both a disruptive, resource-grabbing role by denying opponents' top-deck access and a secondary incremental life-drain option that can leverage artifact synergies in black Commander shells.
