Fell Beast's Shriek (LTC-508) is a rare sorcery from the Tales of Middle-earth Commander set that costs {U}{R}. It taps and goads a creature chosen by each opponent, forcing those creatures to attack other players if able until your next turn. It also has Splice onto instant or sorcery for {2}{U}{R}, allowing you to add its effect to another instant or sorcery as you cast it.
