Devastation Tide (LTC-189) is a blue sorcery in the Tales of Middle-earth Commander set that returns all nonland permanents to their owners' hands. It has Miracle {1}{U}, letting you cast it for a cheaper cost if it was the first card you drew that turn. As a board-wipe that bounces rather than destroys, it can reset the battlefield while leaving triggered-on-destroy effects intact and can be used offensively to bounce opposing lands' control effects or your own permanents for reuse.
