When it enters the battlefield you become the monarch and its triggered ability on each opponent's turn can tax attackers by letting them pay X equal to their hand size or forgo attacking you. It serves a political and defensive role by both granting the monarch bonus card draw and discouraging opponents from attacking you while you hold the monarchy.
