It counters a target instant or sorcery and then lets you exile any number of cards with that spell's name from its controller's graveyard, hand, and library while that player shuffles; they then draw one card for each card exiled from their hand this way. The card can be used as both removal for key spells and a way to disrupt graveyard- and hand-based copies of a card, providing tempo and card-denial effects.
