It has an alternative cost of {2}{R}{R} that, if paid, forces an opponent to discard and then draw that many cards and also lets you tutor up to three cards and then discard three at random. The card functions as a five-mana sorcery if you don’t use the alternative cost, making it usable both as a high-cost tutor and as a lower-cost disruptive play when the alternative is paid.
