It prevents you from casting permanent spells and its activated mana ability produces WUBRG and sets up a delayed effect to exile cards until you find and may cast an instant or sorcery with lesser mana value for free. The card functions as a five-color spell generator and instant/ sorcery tutor engine that shapes turn sequences and enables big nonpermanent plays.
