Exhaustion (S99-36) is a blue sorcery from Starter 1999. It prevents all creatures and lands a target opponent controls from untapping during that player’s next untap step. The effect applies to permanents that enter the battlefield after Exhaustion resolves, so it can lock down resources through the opponent’s following untap.
