Whenever it attacks it creates two tapped 1/1 red Human creature tokens that are attacking, and it melds with Hanweir Battlements to become Hanweir, the Writhing Township. The token creation can change combat dynamics by providing immediate attacking bodies and can be used to assign different attack targets for each token when they enter.
