It grants creatures you control an activated tap ability that mills an opponent equal to that creature's toughness and is indestructible while its devotion condition may remove its creature status. As a high-toughness blue-black finisher it commonly appears in mill-focused and Commander decks to enable repeatable large graveyard milling.
