It has two activated milling abilities — a repeatable one-mana tap ability that mills one card for a target player and a payoff ability that taps four Advisors to mill twelve cards. The card’s last ability overrides the four-of rule, allowing you to include any number of copies in constructed decks while not affecting format legality.
