It grants all Slivers the triggered ability “When this permanent enters, you may fateseal 1,” letting Sliver controllers look at an opponent’s top card and optionally put it on the bottom. As a blue four-mana Sliver with 2/2 stats, it supports tribal Sliver strategies by adding a disruptive entry trigger rather than changing combat roles.
