Decree of Pain (SLD-187) is a rare black sorcery reprinted in the Secret Lair Drop set. Its primary effect destroys all creatures and prevents regeneration, then lets you draw a card for each creature destroyed this way. It also has Cycling {3}{B}{B} and a triggered ability that gives all creatures -2/-2 until end of turn when you cycle it.
