It returns a target nonland permanent to its owner's hand and then allows that permanent’s controller to sacrifice a land to copy the spell and choose new targets. The copy-on-sacrifice clause enables repeated tempo or value plays by forcing opponents to choose between losing permanent presence or sacrificing lands to repeat the bounce.
