Chain Lightning (SLD-370) is a red sorcery reprint from the Secret Lair Drop set. It deals 3 damage to any target and then allows that target’s controller to pay RR to copy the spell and choose a new target for the copy. As copies are created on the stack controlled by the player who paid, the effect can chain to multiple targets if successive controllers keep paying.
