When it enters the battlefield you exile seven cards from your library face down as a private pile, then you may replace draws by taking the top card of that pile into your hand. The card functions as a long-term library-manipulation engine that lets you effectively sculpt future draws and skip draws by choosing from the exiled pile instead.
