Decree of Pain (SCG-64) is a rare black sorcery from Scourge. When cast it destroys all creatures that can’t be regenerated and lets you draw a card for each creature destroyed this way. It also has Cycling for {3}{B}{B}, and cycling it triggers a separate effect that gives all creatures -2/-2 until end of turn before you draw from cycling.
