Decree of Justice (SCG-8 foil) is a white sorcery from Scourge that creates creature tokens. For X paid in its cost it creates X 4/4 white Angel creature tokens with flying when cast, and it has a cycling ability that, when paid, can create X 1/1 white Soldier tokens if you also pay X. The cycling and triggered token creation are separate effects so the triggered ability resolves before the card-draw from cycling.
