Cabal Conditioning (SCG-56) is a black sorcery. It makes any number of target players each discard a number of cards equal to the greatest mana value among permanents you control. The effect scales with the highest-cost permanent you control, so it becomes more potent in the late game or in decks that ramp into large permanents.
