Its effect is Draw a card and it has Splice onto Arcane {1}{U}, letting you add that draw effect to other Arcane spells by revealing and paying the splice cost. Because it has no mana cost, it normally can't be cast unless an alternate casting method is available, which emphasizes using it primarily via splice or other special-casting effects.
