Clutch of the Undercity (PSAL E38) is an uncommon blue-black Instant from the Salvat 2005 reprint series. It returns a target permanent to its owner's hand and makes that permanent's controller lose 3 life as the primary effect. It also has Transmute for {1}{U}{B}, allowing you to discard it and search your library for a card with the same mana value as a toolbox option.
