Crashing Tide (RIX-34) is a blue sorcery common. It has flash as long as you control a Merfolk and, when it resolves, returns target creature to its owner's hand and lets you draw a card. If the chosen creature is an illegal target at resolution, the spell won’t resolve and you won’t draw a card.
