Stasis (3ED-83) is a blue Enchantment from Revised Edition that prevents players from taking untap steps. It forces its controller to pay {U} each upkeep or sacrifice it, creating a tempo lock but requiring upkeep resources to maintain. It is a normal enchantment card with a continuous effect and a upkeep cost, legal for deck inclusion in formats that allow Revised Edition cards or the card itself.
