For {4} and tapping, you exile the Tablet and a target nontoken permanent an opponent owns; that player may pay 10 life to return the Tablet to its graveyard, otherwise ownership of the exiled cards is swapped. The effect creates a high-cost ownership/trade interaction useful for stealing a single permanent at the expense of a large life payment or relinquishing the Tablet.
