It has a conditional attack and block requirement that forces you to tap a different untapped creature not declared as an attacker or blocker to allow Hollow Warrior to attack or block. This restriction prevents Hollow Warrior from tapping itself and encourages decks that can produce spare creatures or tapping synergies to enable its combat use.
