It manifests the top card of each opponent's library at the beginning of their upkeep and can turn that face-down permanent face up if it's a creature by paying its mana cost. It also triggers life transfer whenever you control but do not own a dying creature, causing that creature's owner to lose 2 life and you to gain 2 life.
