Rousing Refrain (OTC-178) is a red sorcery from Outlaws of Thunder Junction Commander that can be cast for {3}{R}{R} or suspended for 3 with {1}{R}. When cast it adds one red mana for each card in a target opponent's hand and preserves that mana until end of turn, then exiles itself with three time counters via its own effect. Its suspend keyword allows it to be exiled and later cast without paying its mana cost when the last time counter is removed, offering a delayed mana-generation play for storm or burst-red strategies.
