It lets you cast up to one instant and/or one sorcery from your graveyard with mana value X or less without paying their costs, exiling them if they would return to the graveyard, and if X is 10 or more it copies each of those spells twice. The card is typically used as a high-impact recursion and combo enabler, scaling from value plays at low X to massive spell duplication at very high X.
