It exiles the top card of each opponent’s library at your end step and lets you play those exiled cards, allowing you to spend mana as though it were any color when casting them. Additionally, whenever an opponent’s nonland permanent that they own enters the battlefield under your control, that opponent loses life equal to that permanent’s mana value.
