Arcane Heist (OTC-13) is a blue rare sorcery from Outlaws of Thunder Junction Commander. It lets you cast an opponent’s instant or sorcery from their graveyard without paying its mana cost and then exile it if it would return to their graveyard. It also has Cipher, allowing you to encode the spell on a creature so that dealing combat damage can create and cast a copy from exile.
