Threefold Signal (NCC-93) is a normal-layout artifact from the New Capenna Commander set. When it enters the battlefield you scry 3, and it gives replicate {3} to spells you cast that are exactly three colors. A ruling clarifies that spells with an existing replicate ability can have both replicate costs and that copies of permanent spells become tokens under the usual replicate rules.
